Keith Hamburger AM - Managing Director
Keith was a career public servant in Queensland where he held a variety of senior executive positions, Including Chief Public Service Inspector, Deputy Director General, Department of Welfare Services, Deputy Chief Executive Officer, Department of Harbours and Marine, Assistant Commissioner and Chief Executive Officer, Department of the Public Service Board and Director General of Corrective Services.

 

During his public sector career Keith trained and worked as a change management consultant on significant organisational development projects in a variety of public sector agencies.

Since 1997 Keith, in his consulting practice, has undertaken a number of significant reviews relating to efficiency, effectiveness, governance and organisational development in government agencies.

Keith has expertise in the area of corporate governance, in particular in the area of policy development in government and its effective translation to operational outcomes by the bureaucracy.

Keith, as Director-General of Corrective Services (1988 to 1997), led a major successful reform of the Queensland Prison System. This success was demonstrated by Commonwealth Industry Commission reports showing Queensland to have, at the conclusion of Keith’s stewardship, the most cost-effective system of Corrections in Australia, including the lowest return to prison rate.

Keith has considerable expertise in the area of outsourcing of public services to the private sector, including issues relating to the separation of “purchaser” and “provider” roles, specification of deliverables and the auditing and monitoring of “provider” services. Under Keith’s leadership Queensland Corrective Services became the first jurisdiction outside of the United States of America to successfully outsource the management of high security prisons to private sector correctional service providers.

Our consultant has a broad range of experience in public sector accounting and financial modelling. He has been involved in many organisational review consultancies in organisations ranging from Emergency Services in Victoria to TAFE and ENERGEX in Queensland.

Our consultant is a qualified Architect with extensive experience in infrastructure planning and static security systems including electronic security. He is recognized as one of Australia’s leading experts in this field.


Planning and Management of Major Development Projects
Our consultant provides specialist services including asset management planning, preliminary project planning and analysis, project management, value management, probity auditing and contract dispute resolution.

He has had a significant role on major Government development projects including colleges, hospitals, courts, prisons, natural heritage, cultural heritage and tourism developments.

Health
Our medical experts have extensive knowledge and expertise in the provision of advice in relation to delivery of health and medical services including mental health services, especially in corrections and detention environments.


Indigenous Affairs

Our consultants have extensive experience in all areas of Indigenous Affairs. Areas they specialise in include financial management, recruitment, training, the arts, health, policy development and education.


Risk Management
Our consultants have extensive knowledge and experience of the application of strategic risk management to large organisations. All our consultants in this area are Certified Practising Risk Managers.


Fire and Emergency Services

Our consultant had a 30 year career with the Queensland Fire and Rescue Service and is a qualified and registered Workplace Health and Safety Officer. He can provide specialist advice in the areas of assessment and analysis of fire prevention, response, training and equipment.


Forensic Intelligence

Our consultant has extensive experience in both state and commonwealth law enforcement agencies, working in the management of undercover and covert operations to gather intelligence on criminal activity


Training and Development

Our consultant is one of the most experienced managers of training and development in Australia in the field of corrections & detention. He has extensive experience in corrections, juvenile detention, community corrections and youth workers.

Julie Stannard - CPA
Julie is Knowledge Consulting's Accountant. She has held Accountant and Financial Controller positions in Australia and in the United Kingdom. Julie provides financial consulting services to clients in addition to her role as Company Accountant.
